Keywords :-
Jazan Economic City (JEC)
Overview
Saudi Aramco planned the development of a 400 MBPD grassroots refinery and hydrocarbon terminal within Jazan Economic City (JEC), located on the Red Sea coast in southwest Saudi Arabia.
| Characteristics |

As part of the Jazan Refinery (JZR) operations, crude oil will be offloaded from tankers via a single-point mooring (SPM) system offshore. The SPM is connected to a pipeline end manifold (PLEM) on the seabed, which links to twin 48-inch crude oil pipelines. These pipelines, laid both subsea and onshore, transport the crude oil from the offshore PLEM to the onshore storage tank facility.

Overall Project Management
Offshore Facilities
Design of Single Point Mooring (SPM) System
• Selection and layout of the SPM unit suitable for crude oil offloading operations.
• Mooring analysis and configuration to accommodate oil tankers under varying environmental conditions.
Pipeline End Manifold (PLEM)
• Structural and mechanical design of subsea PLEM for connection with the SPM and subsea pipelines.
Subsea Pipelines
• Hydraulic and mechanical design of twin 48” subsea pipelines from PLEM to shoreline.
• Route selection, seabed survey interpretation, and pipeline protection measures.
• Material selection and corrosion protection systems.
Shore Approach and Onshore Pipeline
Landfall Engineering
• Transition design from subsea to onshore pipelines including shore crossing techniques (e.g., HDD or trenching).
Onshore Pipeline Design
• Routing, mechanical and civil design of the onshore section of the 48” crude oil pipelines to the storage terminal.
• Stress analysis, supports, and above-ground crossing details.
Crude Oil Storage Facilities
Tank Farm Design
• Layout and design of storage tanks including sizing, foundations, and containment systems.
• Instrumentation, fire protection, and control systems.
Hydraulic and Flow Assurance Studies
• Simulations and analysis of flow conditions, pressure drops, and slugging risks in the crude oil delivery system.
Civil, Structural, and Electrical Engineering
• Design of supporting infrastructure including access roads, pipe racks, electrical substations, and utilities.
• Power supply and distribution for offshore and onshore systems.
Instrumentation and Control Systems
• SCADA and control systems for SPM operations, PLEM monitoring, and pipeline management.
• Safety and emergency shutdown systems.
Environmental and Regulatory Compliance
• Engineering support for environmental impact assessments and compliance with Saudi and international marine and coastal regulations.
Construction Support and Interface Management
• Development of construction drawings, specifications, and method statements.
• Coordination with marine contractors, pipeline installation teams, and refinery stakeholders.
